I have tried all the official options for recovering the backup or creating a new backup, and they all continue to force a password even when I explicitly did not select the option. Even assuming that I drunkenly did encrypt a backup, I followed Apple's instructions on how to reset the password by resetting all settings, and re-backing up the phone locally without selecting the encrypt option, and the backup is still inaccessible because of an apparent password. If you can't remember your password, you have two options: If you have an iCloud account, you can use iCloud to back up and restore. The thing is, I never clicked the box to encrypt the backup, and definitely never set a password if I did. Turn off backup encryption To turn off backup encryption, uncheck the 'Encrypt local backup' checkbox in the Finder or iTunes and enter the password.
